Db you agree that ad hoc allowances granted to Hong Kong Government employees now employed by Embassy on relief work should in practice be allocated to Hong Kong Government [gp. undec: ? charge], balance only of emoluments being charged to the Foreign Office funds? That is to say employee receives emoluments of post and His Majesty's Government allocates charges as above. I think this procedure preferable to separate grant of ad hoc allowances to Embassy employed officers in addition to current emoluments.

2. I suggest also that owing to rapid inflation of Chinese currency it would be in the interests of officers concerned not to be granted lump sums until their services are no longer required by Embassy.
